I doubt any small fandoms will see works posted for this, since the exchange relies on osmosis and people are unlikely to have osmosed much if anything from tiny or dead fandoms.
Not every fic is going to be to everyone's taste, and nothing about having extra fics posted for this exchange will prevent the fandom from getting their usual fic or two per year in the incredibly unlikely event that it does happen. It's just bonus fic that may or may not be to the taste of the people actually in the fandom.
